This Independence Day, little noticed even by those conservatives who hungered for its creation since long before Ronald Reagan’s 1983 “Star Wars” speech, another Minuteman stands ready. And with North Korea preparing to launch its first true ICBM and (this Monday) directly threatening a nuclear attack on America, it’s not a moment too soon.
